It allows him to use his [[:attack]] to disable an adjacent [[:mainframe device]] or permanently disable an adjacent guard's [[:Heart Monitor]]. It also reduces his base [[:AP]] by 1. It cannot be used on Agency controlled devices. It can be used more than once per turn by refreshing Tony's [[:attack]] with a [[:items:Stim III]] or giving him infinite attacks with a [[:items:Stim IV]].
