Rogue can provide //some// useful information for [[:strategy:exploration]], but safes are generally not the first things you need to find in a mission. Rogue compares very unfavourably with hacking a [[:mainframe devices:Database]]; it costs 10\ PWR and takes at least 8\ turns to use Rogue to locate all five safes, whereas it costs much less PWR to hack a [[:mainframe devices:Camera Database]], and the locations of the [[:mainframe devices:Security Cameras]] is generally more useful information than the locations of the safes (and hacking the cameras often tells you where the safes are anyway). So it is basically never worth buying Rogue, because there are better uses for your money and your program slots.
